tags-cache: skip the filternode step if we are not going to use it When warming the hgtagsfnodescache, we don't need the actual result, so we can simply skip the part that "filter" fnode we read from the cache. use the "debugbuildannotatecache" command to build annotate cache at rev 0

"debugbuildannotatecache" should work with broken cache (and other files would
be built without being affected). note: linelog being broken is only noticed
when we try to append to it.

  $ hg debugbuildannotatecache --debug --config fastannotate.mainbranch=1
  fastannotate: a: rebuilding broken cache
