color: move 'win32' declaration to the core module
This is another part of moving color implementation into core. before we can
move the advance logic, we need to move the basic definition and building
bricks. This is one more step on that road.

Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
