mq: qpush --move, reorder patch series and apply only the patch
This makes it less necessary to edit .hg/patches/series manually.
Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
