stream-clone: bail-out earlier if pull is partial
The `canperformstreamclone` function is bit messy. However it seems clearer to
me to process the very generic condition about "can we consider a stream-clone
at all", before checking if a stream-clone is requested and if a compatible
protocol can be negotiated with the server.
So I am doing some gratuitous movement so reorder conditional.

If you can't run the entire testsuite for some reason (it can be
difficult on Windows), please at least run `contrib/check-code.py` on
any files you've modified and run `python contrib/check-commit` on any
commits you've made (for example, `python contrib/check-commit
273ce12ad8f1` will report some style violations on a very old commit).
