perf-stream-consume: use the source repository config when applying
This might contains critical configuration for the benchmark, like enabling of
extensions like narrow.

$ cd repo
$ touch a
$ unset HGUSER

$ echo " bar1" >> .hg/hgrc
$ hg ci -Am m
