tests: fix test-chg to ignore a warning about being unable to set locale This is apparently coming from bash when bash is providing the sh that we're using to execute the .sh file generated by run-tests for this test. any files you've modified and run `python contrib/check-commit` on any
commits you've made (for example, `python contrib/check-commit
273ce12ad8f1` will report some style violations on a very old commit).
