repo: add a `wcachevfs` to access the `.hg/wcache/` directory
This wvfs will allow us to migrate various cache to the new `wcache` directory.
Helping with cache issues with "share".
$ hg init a
$ cd a
$ hg init b
$ echo x > b/x
Should print nothing:
$ hg add b
$ hg st
$ echo y > b/y
$ hg st
Should fail:
$ hg st b/x

$ hg add b/x

Should fail:
