exchange: teach pull about requested stream clones
An upcoming patch will move the invocation of stream cloning logic to
the normal pull code path (from localrepository.clone). In preparation
for this, we teach pull() and pulloperation about whether a streaming
clone is requested.
The return logic in localrepository.clone() has been reformatted
slightly because of line length issues.

Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
