simplemerge: remove code for checking binary input now that callers do it
The callers now do the checking for binary inputs and handle warnings
and/or errors, so we can remove that code from the low-level
`simplemerge` module now. After this patch we just raise an error
unless the caller told us to allow binary inputs.

difficult on Windows), please at least run `contrib/check-code.py` on
any files you've modified and run `python contrib/check-commit` on any
commits you've made (for example, `python contrib/check-commit
273ce12ad8f1` will report some style violations on a very old commit).
