py3: use open() instead of file() constructor
The file() constructor has been removed in python 3.
Failed qimport of patches from files should cleanup by recording successfully
imported patches in series file.

$ cd repo
$ echo a > a
$ hg ci -Am'add a'

qimport valid patch followed by invalid patch
