makefile: use Python 3 by default (BC) This change is long overdue IMO. .. bc:: Makefile now uses `python3` instead of `python` by default on non-Windows platforms. This means Mercurial will be built and run with Python 3 instead of Python 2.7 by default. To continue using Python 2, set the PYTHON variable. e.g. `make install PYTHON=python2.7`. Mercurial is a fast, easy to use, distributed revision control tool
for software developers.

Basic install::

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
