stream-clone: disable gc for the entry listing section for the v2 format This is similar to the change we did for the v3 format in 6e4c8366c5ce. use the "debugbuildannotatecache" command to build annotate cache at rev 0

"debugbuildannotatecache" should work with broken cache (and other files would
be built without being affected). note: linelog being broken is only noticed
when we try to append to it.
