Make rpm spec less explicit
Fixes:
* current buildrpm failing on Fedora because of unexpected zeroconf extensions
* unowned directories hgext/*/
Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
