remotefilelog: add 'changelog' arg to shallowcg1packer.generate (issue6269)
This cause traceback on widening using narrow extension when remotefilelog
is enabled.

Try to import an empty patch
$ hg import --no-commit - <<EOF

No dirstate backups are left behind
