ui: add a configbytes method, for space configuration
This accepts a floating point number, followed by optional whitespace,
followed by an optional one- or two-letter unit specifier (for
bytes, kilobytes, megabytes, or gigabytes).

Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
