Makefile: allow setting HGTESTFLAGS in shell environment for TESTFLAGS
I keep wanting to run 'make tests', but I forget to set TESTFLAGS='-j
16' or whatever is reasonable for my machine. This lets me just set it
once in my shell settings and forget it.

Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
